Factory fog lights in US cars are wired to turn off when put on the high beams. Was the lever forward in the high beam position when you tried this?

Unlike US made cars Toyota's switch the ground side of the Headlamp circuit. When the Headlight switch is off or on in the low beam position voltage for the Fog lamp relay is available via the High beam filaments. When the Fog lamp switch is turned on it grounds the fog lamp relay, closing the contacts and lighting up the fog lights. See figure below.

When the Headlight switch is turned on and the headlight dimmer switch is in the High Beam position the bottom of the High Beam filaments get grounded lighting up the high beams and starving the fog lamp relay of voltage. See figure below.

If your fog lamps go out when your turn the headlights on in both the High and Low beam positions then you have a short circuit between the high and low beam wiring. unreal05-15-2011, 12:41 AMThanks for the inputs & diagrams.. it def.. goes out with the low beam on.. ill double check the wiring and grounds.. and see if that works..
